Dairy Development Authority is a Semi-Autonomous Agency under the Ministry of Agriculture, Animal Industry and Fisheries. Its mandate is to develop and regulate the sector. It is established under the Dairy Industry Act, 1998 and its objectives are to provide proper coordination and efficient implementation of all Government policies which are designed to achieve and maintain self-sufficiency in the production of milk in Uganda by promoting production and competition in the dairy industry and monitoring the market for milk and dairy products.
In order to effectively fulfill the mandate, the Authority would like to fill the under-listed positions:


Job Title:    Principal Accountant
Reports to: Director Finance & Administration
Position:     One (1)

Objectives of the job:
To prepare and maintain books of accounts and associated financial records, financial reports and directly supervise the proper expenditure and accountability of the Authority’s funds
Key Functions:

  1. Oversee all financial transactions of the Authority to ensure conformity with approved accounting and budgetary control systems, procedures and regulations.
  2. Liaise with Ministry of Finance, Planning & economic Development (MoFPED) in respect of funds releases, submission of quarterly, semi-annual and financial reports.
  3. Prepare monthly management accounts and other periodic accounts required,
  4. Supervise all aspects of the organizational accounting, treasury, payables and credit functions
  5. Oversee the development of financial accounting systems required to ensure that financial management and accounting systems are maintained.
  6. Participate in planning and budgeting processes to ensure that clear  guidelines are available to the budget holders
  7. Review monthly report data by the finance team and ensure that accounts are accurately charged and coded to respective cost centers.
  8. Prepare monthly, quarterly and annual financial reports to management and for audit purposes.
  9. Oversees the work of finance team by ensuring that all financial transactions are processed in timely manner, ensure that expenses are adequately budgeted and accurately coded.
  10. Prepare quarterly, half yearly and end of year trial balances.
  11. Prepare monthly reconciliation statements.
  12. Administer the commitment control system and ensure timely returns and reports.
  13. Prepare commitment requisitions as transactions occur and instant updating of the vote book among others.
  14. Any other duties that may be assigned to you from time to time by the supervisor.

Person specifications

  1. Honor’s Degree in Commerce (Accounting), Honor’s degree of Science in Accounting & Finance or Honor’s Degree of Business Administration (Accounting) from a recognized University.
  2. Must be a member of the Institute of Certified Public Accountants of Uganda (ICPAU).
  3. Master’s in Business Administration (Accounting) is must.
  4. At least 6 - years of working experience of which three (3) years at senior level in a reputable Organisation.

 

Job Title:    Principal Planning Officer
Reports to: Director Finance & Administration
Position:     One (1)

Objective of the Job:
To monitor, assess impact of policies and programs and evaluate performance of development & regulatory strategies within the dairy industry and advise on competitiveness and profitability in line with the mandate of the Dairy Development Authority (DDA).

Key Functions:

  1. Prepare DDA Annual Work Plans & Budgets and ensure adherence to them during implementation;
  2. Consolidate DDA Progress and Annual Reports.
  3. Monitor, evaluate and review performance of programs and activities of the Authority and prepare periodic reports and provide feedback.
  4. Monitor and evaluate the performance of the dairy industry and assess its impact on economic development in Uganda and the region.
  5. Monitor and evaluate dairy development programs, assess their impact on milk production and productivity in order to advise on the appropriateness of policy, strategy and their implementation.
  6. Coordinate and supervise periodic performance assessments of dairy activities at all levels of the dairy value chain.
  7. Provide guidance on conducting action research and program evaluation studies to establish the impact of DDA along the dairy value chain.
  8. Develop a framework for documentation and sharing of lesson learnt and experiences gained during implementation of dairy development projects.
  9. Liaise with NGOs, Government Institutions and other donor agencies in developing policy frame work for collaboration. 
  10. Prepare project concept papers and proposals aimed at improving the dairy sector.
  11. Assist in pooling dairy industry data, among others.

Person specifications

  1. Honor’s Degree in Economics, Honor’s Degree in Statistics or any other relevant field.
  2. Master’s Degree in a related field is a must.
  3. Post Graduate qualification in Project Planning & Management and any other relevant field.
  4. At least 6 - years of working experience in Annual work planning & budgeting in Government of Uganda system.

 

Job Title:       Principal Procurement Officer
Reports to:    Director Finance & Administration
Position:     One (1)

Purpose of the Job:
To ensure smooth and lawful process of procurement and disposal of the Authority and provide hands-on to ensure that efficient and effective procurement and disposal is achieved.
Key Functions:

  1. Implementation Support to user departments to ensure compliance with the law.
  2. Liaise with users on matters related to procurement and disposal.
  3. Prepare bid documents and invitations to tender for the organization’s procurement and disposal requirements.
  4. Prepare reports to the contracts committee and the Public Procurement & Disposal Entity.
  5. Prepare procurement plans in line with the Authority‘s Work Plans and Budget.
  6. Provide technical guidance to other departments on matters relating to procurement.
  7. Prepare Contract documents for all procurements of the Authority and assist to improve contract management.
  8. Prepare timely integrated monthly/quarterly reports.
  9. Work out a system for Contract management in the procurement process and provide technical support to user departments.
  10. Implement mitigation measures to curb the risk inherent in the procurement process.
  11. Any other duties as may be directed by the supervisor.

Person specifications

Honor’s Degree in Procurement & Logistics Management or Honor’s degree in Procurement & Supply Chain Management or any relevant Honour’s degree from a recognized University.
  • Master’s degree in a related field is a must.
  • Profession qualification (Chartered Institute of Purchasing & supplies (CIPS) is a must.
  • At least 6 - years of relevant working experience of which three (3) years continuous procurement experience in a Public Organisation.
